International Cooperation Agreement Strengthens Innovation Ecosystems Between Brazil and Portugal

In its first participation at Brazil Tech Days, Serpro, Brazil’s federal state-owned technology company, took a leading role in the international technological innovation agenda. The company’s strategic debut was marked by the signing of a Memorandum of Understanding (MoU) with Cais do Porto, one of the main Luso-Brazilian innovation hubs, formalizing cooperation in projects involving internationalization, digital innovation, and the development of public technology solutions.
The signing ceremony took place during the event’s official opening and was attended by Alexandre Gonçalves de Amorim, President of Serpro, and Pierre Lucena, President of Cais do Porto and Porto Digital. The agreement represents a mutual commitment to strengthening institutional ties between Brazil’s and Portugal’s innovation ecosystems, with a focus on creating public technologies, fostering knowledge exchange, and promoting startups.
Held from November 6 to 8 in the city of Aveiro, Brazil Tech Days is one of the main technology connection forums between Brazil and Europe, bringing together companies, public managers, investors, and researchers to discuss topics such as digitalization, internationalization, and collaborative innovation.
“Serpro’s presence at Brazil Tech Days reinforced our position as a global reference in public sector digital transformation and consolidated our role as a driving force in innovation and the internationalization of Brazilian public technology,” said Alexandre Amorim, President of the world’s largest government-owned IT company.
According to Amorim, the initiative seeks to strengthen ties with strategic partners. “We want to increasingly share experiences and discover innovative solutions that can add value to public administration and society, fostering technological innovation through alliances with the European ecosystem,” he emphasized.
Technical Agenda: Knowledge and Leadership
Serpro’s technical program at the event featured the participation of three company representatives in key sessions.
Juliana Braz, Business Manager in the International Division, took part in the panel “Marketing and Business: Global Trends.” The discussion gathered specialists from different countries to debate emerging strategies in digital marketing and business model innovation. “We brought to this panel a bit of Serpro’s internationalization experience — how we identified that expanding abroad was a viable path for the company — and shared the business model we developed. In the end, we highlighted how the Marketing and Business areas are fully aligned to make all of this successful,” said Juliana.
Felipe Lopes, Serpro’s Superintendent of Innovation, joined the panel “Technology in Public Service.” His presentation focused on Serpro’s solutions for the digital transformation of the State, emphasizing system interoperability, open innovation, and information security. “We discussed how government solutions are reaching citizens more efficiently — all based on integrated systems and accessible from the palm of every Brazilian’s hand. The challenge presented was how to bring this to Portugal — how to adapt our successful use cases in Brazil for the Portuguese government,” he explained.
Completing the institutional agenda, President Alexandre Gonçalves de Amorim delivered a keynote address presenting Serpro as a state-owned enterprise leading Brazil’s digital transformation, offering solutions that strengthen digital sovereignty, social inclusion, and public management efficiency.
